Reason of failed delivery of parcel

I ordered the bottle on the address of my institute and I requested them kindly bring the delivery in the timing from 8to1 pm but they came at 4pm so I was not there and the next day I said to the shopkeeper near my institute that If delivery boy comes after institute timings you have to receive the parcel but they didn't come again he waited and that's how I couldn't receive the parcel.
